Where traffic is metered, it is counted the same way as everywhere else here: request bytes plus response bytes, and a connection that fails before moving data costs nothing.

Datacenter questions

Why is this so much cheaper than residential for heavy jobs?

Because a server in a rack costs a fraction of what a real home connection costs, and on a dedicated IP there is no traffic meter at all. Residential charges for every byte; a dedicated datacenter IP costs the same whether you move one gigabyte or a hundred.

Will it get blocked?

On sites that block hosting ranges, yes, and quickly. On most APIs, content sites and price feeds it works fine.
