Will a Spanish IP get me Spain's Spanish rather than Latin American Spanish?

Only if the site ties the two together. Many sites take the language from your Accept-Language header and the country from your IP, so send es-ES along with the Spanish IP. If you are testing your own site, check both: that gap is exactly where a visitor in Spain ends up on the Mexican page.

Do Catalan, Basque or Galician pages need anything different?

Not from the IP: a Spanish address covers the whole country. Regional-language pages are chosen by the site, usually from a language switch or an Accept-Language of ca, eu or gl.
