Can a Korean IP get me through Korean sign-up checks?

No. Many Korean services verify identity at sign-up with a Korean mobile number or similar, and an IP address has nothing to do with that. A Korean IP gets you the public pages as a visitor in Korea sees them; accounts are between you and the service.

Do I need to check Naver as well as Google?

For Korean keywords, yes. Naver mixes its own blogs, cafés and shopping listings into its results, so rankings there rarely match Google's. Check both from a Korean IP and compare like with like.
