Do I need a proxy for Mercado Livre at all?

Maybe not. Mercado Livre has a public developer API with its own rules and rate limits; read it first. If what you need is only on the web pages, a Brazilian IP gets you them in BRL with Brazilian shipping.

Why do Brazilian prices change when I enter a postcode?

Shipping, and sometimes the seller, is worked out from the CEP, the Brazilian postcode. The IP gets you the Brazilian store; the CEP you type in decides the delivery cost and date.
